Buddhists believe that dead people continue to do in their afterlife what they did in this one. In order to keep them busy there, their relatives send them gifts and the best of them are hell bank notes - money for purchases in the afterlife. Most people are not worthy of immediate rebirth on earth, so they need money during their captivity in the underworld.  These hellish banknotes were issued in Vietnam during the Vietnam War.
